THANK YOU to all who attended the ORA General Membership Meeting on November 8th! We were pleased to welcome several guests who shared some valuable highlihghts:
Sandra Jacobo, Oakridge Manager addressed the following topics:
- Construction Area Access from homelessness: Maintenance will investigate access points. The issue is ongoing due to recurring vandalism and homeless activity; repairs may be temporary.
- Home Inspections: Criteria are outlined in the maintenance appearance clause of the rules and regulations. Each home’s exterior is unique, so residents should review the booklet (especially pages 4–5). Copies are available upon request.
- Painting Orders & Extensions: Residents must maintain their home exteriors, including painting, as per contract and regulations. Extensions for compliance can be granted if requested, but indefinite delays are not allowed.
- Parking in Front Yards: Management does not permit parking in front yards. Residents should report violations to security using the provided 1-800 number. The vehicle citation system is tiered: after three citations, towing occurs. Community cooperation is needed, especially outside business hours.
- Sewer Bill Discounts: Residents must apply directly to LA Sanitation for discounts. Due to the sub-metered system, discounts are applied to the master account, not individual statements. Management cannot apply on behalf of residents.
- Fire and Safety Clause: Artificial turf is no longer allowed. The rules and regulations prohibit any combustible, flammable, or fire-risk materials in backyards. The rules may not list specific items (like toys), but any material that poses a fire risk (such as plastic) is not allowed. Inspection forms will increasingly reflect these fire safety requirements as new fire codes are implemented. Full compliance will be gradual, with ongoing efforts to address fire risks before 2026, aiming to avoid last-minute enforcement across all home sites.
LAPD Captain Garret Peyton and Senior Lead Officer Keith Crawford:
- Thanked attendees for their participation and emphasized the importance of community partnership and presence.
- Stressed that during fire emergencies, law enforcement works closely with fire departments in a unified command structure; fire department leads on fire-related incidents, police lead on law enforcement matters.
- In case of fire, police will secure entrances/exits to facilitate evacuation (egress), not allow entry, and prioritize life safety over property; both lanes will be used for evacuation.
- Community members raised concerns about homeless encampments near the freeway; police explained that sometimes Caltrans is responsible for cleanup, but officers will make contact, offer services, and coordinate with Caltrans as needed. Caltrans is behind schedule on cleanups due to limited resources, but the situation is being monitored and documented.
- Keith Crawford provided contact information for himself and his partner, Joe Carter, and encourages community members to reach out with concerns.

Paul Hopkins and Patty Phelps - Synergy:
- Synergy offers free inspections and energy-saving equipment. The program is funded by Southern California Edison, which includes duct testing, smart thermostats, and tankless water heaters.

We had an approved motion to change our Membership meetings to the following schedule, as outlined in ARTICLE VIII, Section 1-A:
“The General Membership of ORA shall meet on the second Saturday of March, June, September, November, and December at 11:00 a.m. in the Recreation Center (Club House) or as otherwise published pending availability or holiday scheduling. The Board of ORA shall meet monthly on the third Wednesday of each month at 7:00 pm for January through October, and the second Tuesday of November and December at 6:00 pm or otherwise scheduled."
